About this session

The PPWR is now applicable. For cosmetic companies, packaging has become a formal part of product compliance.

Since 12 August 2026, packaging placed on the EU market must meet the applicable requirements of the Packaging and Packaging Waste Regulation (PPWR). This introduced new responsibilities for conformity assessment, technical documentation, traceability and the EU Declaration of Conformity (EU DoC) alongside the existing cosmetic compliance framework.

For many companies, the challenge is not simply understanding the Regulation. It is establishing a practical way to manage packaging compliance across products, suppliers, packaging components and future changes without creating a separate administrative system.

In this TRC/PRIMS Clarity Session, Zoran Gavrić and Jasper ten Brinke explained what the PPWR means in practice for cosmetic companies and how to build a workable compliance approach from the start.

  • the essential PPWR requirements for cosmetic packaging
  • the different roles and responsibilities of manufacturers and producers
  • what must be in place now for packaging conformity and the EU Declaration of Conformity (EU DoC)
  • the phased PPWR implementation timeline and what companies should already prepare for next
  • how to organise packaging data, supplier documentation and product-packaging links efficiently
  • when an authorized representative (AR) may be needed
  • how to maintain compliance as packaging, suppliers and regulatory requirements change
  • how TRC and PRIMS can integrate PPWR compliance into an existing cosmetic compliance process, or manage it as a stand-alone service.

Key take-away:

You do not need to solve every future PPWR requirement today. You do need to establish the right compliance foundation now.

The session focused on the minimum actions needed today, how to avoid unnecessary complexity, and how to create a structure that can develop with the PPWR requirements through the coming implementation phases.
